Well, *something* must prevent the context menus from showing up.

There's also a GPO setting that can prevent this. Check the registry entries
HKLM\Software\Microsoft\Windows\CurrentVersion\Shell Extensions\Approved
under that key, you must have 11 entries with value "TortoiseSVN", named
{30351346-7B7D-4FCC-81B4-1E394CA267EB}
