Could not obtain the list of SASL mechanisms

I'm running Windows Vista and, according to TortoiseSVN->About, the
following:

TortoiseSVN 1.5.3, Build 13783 - 32 Bit , 2008/08/30 20:59:46
Subversion 1.5.2,
apr 1.2.12
apr-utils 1.2.12
berkeley db 4.4.20

I can create, populate and browse repositories, but when I try to
access them via Svnserve using SASL authentication I get the following
message: "Could not obtain the list of SASL mechanisms".

I have created a directory under Program Files called Svnserve,
populated it with files from TortoiseSVN/bin, changed the
configuration files svn.conf, and svnserve.conf in the repository
conf/ directory, added the two registry entries, and fiddled with
various combinations of forward and back slashes, but all to no avail.

Has anyone come across this and/or know how to solve it?
