updated TortoiseSVN, can't see new features

I recently updated to 1.53 and for some reason I can't see the new UI
changes... another PC at my work is updated and i can see the big
'upload' and 'download' arrows in the background when you update and
commit, but on this PC i'm still seeing the old interface...

I tried uninstalling, running the TortoiseSVN "install cleaner",
rebooting, and re-installing... and i'm still stuck with the old
interface... suggestions?
