Is there a write-through repository mirror involved in your configuration?

If yes, then there is a regression in svn 1.5.1+,
http://subversion.tigris.org/issues/show_bug.cgi?id=3275

If no, then most probably it is a problem with firewall/web antivirus software
on your computer, or on the intermediate computers on your network.

You may try disabling it, upgrading it to the latest version, and adding
TSVN explicitly to the list of exceptions.
