Well, I don't think it's TortoiseSVN's responsibility to teach people
how to create icons, but I do think there needs to be some
instructions on how to create a TortoiseSVN icon pack. Simply creating
the icons and wishing TSVN would use them is obviously not going to
work. It appears they need to have specific filenames and they should
be put in a subdirectory of %CommonProgramFiles%\TortoiseOverlays
\icons? Is that all? Does TSVN simply look for all subdirs of the
icons dir, or is there some place that lists the available icon packs?

That is the type of instructions that are needed. "Just create an
icon" is insufficient.
