I'd do this using the "svn up" command in a scheduled event rather than
Tortoise ... It's really designed for human in the loop type operation.

Subject: How to schedule TortoiseSVN to periodically update a SVN folder

I have some local folders that are using SVN. I would like to schedule
these to be updated every X hours, instead of having to right-click-
>update. Is there a way to schedule this?
