Missing option to move file to new folder

Hi,

I am attempting to move a file under version control to a sub folder
under version control and I am not getting the option within
TortioseSVN.

TortoiseSVN 1.5.2
SVN Command Line 1.5.1
SVN Server via Apache HTTP 1.4.4

Recipe:

Starting with the following structure all committed in SVN and a fresh
working copy:

Folder
|- File1.txt
|- File2.txt

If I then create Folder2 in Folder and mark it to be added on next
commit, when I right drag File1.txt over the folder I only get the
option to "SVN Copy and add files to this WC"

If I use the command "svn move File1.txt Folder2" the file is moved as
desired.

If I commit the changes and I right drag File2.txt over the folder I
still only get the option to "SVN Copy and add files to this WC"

If I get a fresh working copy I get all the options available when I
drag File2.txt over Folder2
