Yep, this is what I do:
   * show log on file
   * select two revisions
   * right-click on one of the selected revisions
   * choose "compare revisions"
   --> a progress dialog shows up
But no progress dialog shows up. Nothing happens at all. It always fails with any repository and has never worked.

My guess is that my 64 bit version of TorsoiseSVN is broken. Either due to 64 bits or due to Vista.

My DiffViewer setting is set to the default: TortoiseMerge, but it
doesn't work even if I specify the path manually. I am running Vista64
and Tortoise SVN 64 bit with a default install.

of the selected revisions), then TortoiseMerge opens up with those two

If that doesn't work for you:
* do you get an error message?
* what's the url of that file?
* does it not work for all your files?
