Newbie question: Why doesn't Compare Revisions work?

When I select two revisions of a file in the Log Messages view and
right-click and select Compare Revisions, nothing happens. This happens
for any two revisions of any file in the repository. I am doing the same
thing listed here:

My DiffViewer setting is set to the default: TortoiseMerge, but it
doesn't work even if I specify the path manually. I am running Vista64
and Tortoise SVN 64 bit with a default install.

Why is this happening? How do you successfully compare two revisions of
a file with TortoiseSVN?
