Please create the registry DWORD value
HKCU\Software\TortoiseSVN\Debug
and set it to 1.

Then start the Check-for-modifications dialog. A messagebox will pop up
with the command line used to start TortoiseProc. Hit Ctrl-C to copy
that to the clipboard (I will need that).
Then, right-click on a file/folder in that dialog, chose "Show Log" and
also copy that messagebox.

I've tried a lot here, different paths, different urls, but I can't
reproduce the problem.
