Me, too. TortoiseSVN 1.5.2 and Windows XP SP3 (AMD Athlon 3200+ 64-bit
processor @ 2.01 GHz, 2 Gb ram).

Mouse clicks and keyboard events queued and then executed after a
considerable delay, sometimes 45 sec or more.

I killed TsvnCache.exe and any TsvnProc.exe's that were running which
also solved the problem. (But the TortoiseSVN entries in the context
menu are still there, even though I can't see any obvious process
running them, and they still respond. Hmmmmm!)
