Maybe it's rather your computer that is overloaded by other background
processes and little amount of RAM totally.

Increase RAM available at least to 2 GB (with XP) or 4 GB (Vista), or
with Vista, 8 GB is even better.

Check how much RAM is in use by other processes

Check also if online virus detection is checking everything that tSVN
tries to do, and in case, stop your virus program from doing so.

And, another possibilty is that you have many huge remote directories
hooked up that is checked continously for activity, or that your
harddisk is almost full.

Also, check for how well the swap disk file is working. Is it fragmented
or not and is there enough space for enlarging the file for swapping.

I would almost bet at least one of these reasons is the guilty one, not
tSVN :-)
