Once you have a working copy of a project, you can update/commit
single files, but the directory containing the file you want to
updat/commit must also be stored in teh SVN repository.

As for approval routing, I am pretty sure you can setup pre and/or
post commit hooks to do whatever needed special handling of this one
file - even if other files are involved in the commit.
