If you only have ftp access to your server, there's no way you can set
up a repository there.
But there are a lot of companies out there which offer Subversion hosting:
http://subversion.tigris.org/links.html#hosting

Or you could rent your own virtual server and set up Subversion
yourself, but if you just started with Subversion I would not recommend
that.
