If you're outside the U.S., why do you care about U.S. laws?
Apart from that: Sourceforge has many, many mirrors from where you can
download TSVN, most of those mirrors are already outside the U.S. so you
won't 'export' it.
Also, OpenSSL is used by many other applications, including FireFox, and
I doubt that anyone using FF outside the U.S. had to ask for permission.
