The logic followed by TSVNcache is:
Use the selected drive types.
Then exclude any 'excluded' paths.
Finally add in any included paths.

So I thing you need fixed drives checked, and
"C:\Projects\HugeProject*" in the exclude path and nothing in the
include path.
