TSVNCache hogging CPU

I know this is too late to ask for in 15, but I will suggest this anyway.

I just got pulled into a project that has a huge number of files. This
has forced me to change my cache setting to "Shell". I am still
working on several reasonably sized projects and miss having the "deep
caching".

TSVN already has a way to selectively scan directory trees. What I am
suggesting is to enhance this to also selectively choose "default" or
"Shell" based on path.
