Ok, found the solution.

For anyone else that has a similar problem, it's related to using mod_dav_svn with Apache.

If your repositiory is directly accessed as the root of a domain, eg. http://svn/ then it'll complain sometimes. Sometimes it works, as I had it.

The solution is to use a subdirectory. Eg. http://svn/svn/

No, committing folder1 by itself works, committing the whole working folder looks like it does... until it craps out & the end & it's all rolled back.

I originally exported the files & folders from another SVN repository, then copied them all into the WC.
