I'm not sure I agree with that stance, but the option to have nested
modifications be able adjust the icon solves would make this moot. Is
this an option/setting in the GUI I am overlooking?

Inherited setup mostly, but it doesn't impact security. Non-developer
staff editing and adding files who have no need for SVN tools doesn't
sound that strange to me. Developers keep their own working copies,
but there are staff who desire a central drive.
