This appears only to apply to physical goods which are being shipped
OUT of the US.

TSVN isn't "US-based" - Stefan (who owns the tortoisesvn.net domain)
is located in Europe, and the software itself is Open Source - do you
ask for this information for all other F/OSS software you use?
Further, since it's software, not physical goods, and being downloaded
as opposed to shipped, and the "vendor" is not based in the US is this
actually required in the first place?
