Error "Could not start diff viewer!" when editing Subversion configuration files

When I open TortoiseSVN Settings and press the Edit button for
Subversion configuration files, I get the error:

  Could not start diff viewer!
  The system cannot find the path specified.

I'm just beginning to learn Subversion and TortoiseSVN, so I don't know
if this ever worked. Also, I don't control most of the software
installed on this computer. My logon is a member of the local admin
group.

I installed TortoiseSVN on a personal system and the Edit configuration
files button works there.

I installed TortoiseSVN 1.4.8.12137 and Subversion 1.4.6.28521 on both
systems. Both systems run 32-bit WinXP sp2.

I can run Tortoise Merge.

In settings, the Diff Viewer is TortiseMerge, the Merge Tool is
TortiseMerge, and the Unified Diff Viewer is Default.

On both systems, file extension DIF is "Microsoft Office Excel Data
Interchange Format", opens with Microsoft Office Excel.

I am able to do simple operations with both Subversion and TortoiseSVN.
All I know how to do is import, checkout, diff, and commit and those
work as I think they should.

Also, is there any way to control what program is run when the [Edit]
button does work? If possible, I'd rather not use Notepad.

Any ideas?
