Please test the svn client:
* get it from the nightly build download page
* move/copy the 'svn.exe' into the TSVN installation bin folder

Execute
c:\program files\TortoiseSVN\bin\svn.exe ci mfile1 engine\mfile2 -m ""

with 'mfile1' being a file from your working copy that's modified, and
engine\mfile2 being a file from your externals that's modified.

If you get the same error, please report it to the Subversion developers
(dev at subversion tigris org)

Maybe they know what's going on...
