Maybe that's the problem: the name and the ip of the proxy are the same.
Not sure though, maybe you can change the name of the server and try again?

Try the svn command line client. If that one ignores the proxy settings
too, you have to report this on the Subversion mailing list (users at
subversion tigris org).
