I haven't yet been able to create a reproduction recipe, but I did find a solution to my problem. Apparently when I do any moves/renames with the current client it adds a blank svn:mergeinfo property to the file(s). By removing those properties my problem has been fixed.

Obviously there is more to it than that, because that alone does not appear to be sufficient to trigger the bug. I am wondering though, why that property being set? I've confirmed that the dev build of svn.exe is doing the same thing.

I do wonder if a requirement for this bug is that it runs over http. I've just been testing against a local file repository, so I might not have a chance of reproducing it with my current method.
