Revision log entry - making them mandatory

My repository is now running quite nicely, with the development team
accepting the fact that they HAVE to use it. However, some of them are a
little remiss when entering the reason for an update/change (ie the related
incident number and/or basic detail etc). So I want to make the entry of a
log mandatory, but as yet have been unable to find the instructions on how
to configure this. Whilst I am still searching the web and all the available
help and manuals etc, could anyone either provide basic instructions, or
point me to a relevant information source (I already have the svn book and
tortoise help, but I may have over looked the relevant chapter)
