But did you check if there are proxy settings set in there? If there
are, then those have priority over the ones you set in TSVN.

What kind of proxy are you using?
What are the proxy settings?

The proxy won't log attempts which fail if the reason for failing is not
because of the proxy.
Try using a packet sniffer (e.g. WireShark (http://www.wireshark.org/))
to find out whether svn tries to contact your proxy or not.
