Proxy settings are ignored

Hello list.

Tried versions:
TortoiseSVN-1.4.7.11792-win32-svn-1.4.6.msi (stable release)
TortoiseSVN-1.4.99.11898-dev-win32-svn-1.5.0dev.msi (nightly build)

All with 32bit WindowsXP SP2, Internetexplorer 7.

Problem:
All settings concerning proxy are ignored, SVN repositories outside (the
LAN) cannot be reached.

My actions:
I configured the proxy settings from within the "TortoiseSVN Settings".
I enabled the proxy by checking the checkbox and entered the correct
values.
The proxy settings are the right ones. I can tell as I am the proxy
admin.
I tried with and without username/password.
I did not edit the "Subversion Server File".
Proxy settings in the Internetexplorer are OK as well.

When I try to connect to any server in the internet, the program gets a
timeout and says:
Error: Can't connect to host...

In fact there isn't a connection to the proxy at all.
(I can see that from the proxy logs)

A "netstat" on the Windows client tells me that a direct connection to
the svn server is tried to be established.

So it seems to me as if the proxy settings had no effect at all.

Can someone confim that or am I missing something here?
