It has nothing to do with "automatic uploads" (whatever you're
defining that to mean). "Uploading" is outside the context of *any*
SVN client, unless you're including committing to a repository in the
definition of "upload".

 TSVN is simply not designed to be used in non-interactive scripts.
The other tools I mentioned do offer this capability.
