The dialog works just as the manual describes it, IOW you can use the
log dialog to select the range of revisions, thus setting both To: and
From: values.
But further discussion of this dialog is pointless because it has been
replaced with a merge wizard on the trunk build. Try a nightly build
to see what the new one looks like (but don't use the nightly on any
working copies that you want to use with existing 1.4.x subversion
clients - the WC will be upgraded to SVN 1.5 format which is
incompatible with 1.4 format).
