RE: Bug or not? TSVN can not recognize file changes

What about the timestamps on the files? Does the tool you use to swap the files
touch the 'last modified' time stamp?

(I got bitten when using a hex editor that didn't. I don't think SVN checks files
whose modification times shows that they can't be changed.)
