Patch files produce zero length files

We are trying to use patch files to review code before committing.
Patch files are emailed to the reviewer, who then applies them to a
working copy.

When somebody deletes or renames a file, the patch file removes each
line from the file.

This results in a zero length file rather than a deleted file.

Is there an option that will produce a deleted file.
