Get Lock Weirdness

I have a user who is working remotely (but in the same city) who is having a really weird problem. When he attempts to get a lock on a file, the lock does not seem to take. He can update and commit without errors and there are no other signs of trouble with his TSVN. When I say it doesn't seem to take I mean specifically these symptoms occur:

* The get lock operation run without problem
* The icon overlay does not update to a lock, rather it stays a gray checkmark
* The file still has its Read Only attribute checked.
* when I try to get a lock on the same file it reports that he does indeed have the lock.
* He is able to unlock the file.

It seems that the operation is behaving normally and that the only area in which it is failing is that his working copy is not reflecting the lock. He is running version 1.4.5.10425 on Windows XP. Has anyone ever seen this behavior before or might have a clue as to what is going on?
