TortoiseSVN and TortoiseCVS share absolutely nothing. The only
reference to anything close to what you're describing that I could
find is this: http://weblog.cemper.com/a/200311/06-scc-plugin-for-tortoise-cvs.php,
which is really just a connector to allow SCC API-aware apps to use
CVS via TCVS.

Search for "scc subversion" - there /may/ be a surviving project that
provides something in this area; maybe it'll be up to date with the
current Subversion release, maybe not. But TSVN isn't what you're
looking for.
