Trouble with overlays and exclude/include paths.

I can't seem to get the right include path to show overlays for a
working copy directory. For example, I have a WC at "C:\New Folder". I
have the following Icon Overlay settings:
Status Cache: Default
Exclude Paths: *
Include Paths: C:\New Folder*

All other options are unchecked (Including all drive types). With these
settings, I can see overlays on all files/folders *inside* the WC, but
the WC directory itself has no overlay. I've also tried the include
paths "C:\New Folder\" and "C:\New Folder\*". None of these cause the
overlay to appear on "New Folder" itself. The only way to get an
overlay on "New Folder" is to use "C:\*" as my include path.

I was under the impression (based on something I read a long time ago)
that the syntax "C:\New Folder*" tells TSVN that I want to see overlays
for "New Folder" and the contents of "New Folder". At any rate, I'm
fairly certain this worked correctly in the past but now no longer seems
to work with the latest nightly.

So, do I need to modify something to achieve the result I want (which
is, overlays on both the WC folder and the contents without having to
specify the root of the WC as the include path)? Or is there a bug here?
