Hi Stefan,
 
first of all send your boss to a Subversion training so that he understands why files don't have to be locked. Your boss likes to have a (false) feeling of security by locking which is caused from too much use of last-century version control systems :)
Locking only makes sense when files cannot be merged automatically (binary files like images, ...) and even then it's normally not necessary, because it's just a warning that someone else is working on a file.
 
for linux clients, please check http://subversion.tigris.org/links.html (KSVN, KDESVN, ...)
