Feature Request: Commit default selection

Hi all,

first of all, thank you for this great tool. I use it a lot and it is an
excellent productivity enhancement for SVN users.

From my daily work I have a little feature I would like to see:

It should be possible to define a default state for the "select /
deselect all" button in the commit dialog. Since I almost never want to
commit all the modified files in one go, I always end up deselecting the
button an then reselecting the individual files.
Also, I has happened several times that people have commited files
unintentionally, forgetting to deselect some.

My suggestion is to add an option to the TortoiseSVN settings page.
