Enhancement to Check for Modification dialog

Currently, when the "Check for Modifcations" dialog is launched and
there are no outstanding local modifications, the file list area shows
"File list is empty". Our newest developers, testers and (expecially)
new supervisor, were confused by this. While the veterens, here, have
been able to explain it, the newbies (and some of the veterens) stay
say the message could be better. They say that the message, "File list
is empty" implies there are no files under SVN version control.

Our proposal is:
1) When the "Check for Modifcations" dialog is launched and there are
no outstanding local modifications, the message might be "There are no
outstanding local modifications."

2) When the "Check repositoty" button is actuated and there are
neither local nor remote changes, the message might be "There are no
outstanding changes."
