I think you will have to check out or export from the SVN repo as well. But
then TMerge can diff any two text files if you select them in explorer,
right click and select 'Diff' from the TSVN menu.

An alternative is to check out the files into a working copy and then copy
the files checked out from vss into the SVN working copy. Then you can even
create patches/unified diffs for all of the files.
