Error: Can't connect to host

When trying to attempt any SVN task (RepoBrowser, Commit, Update, etc) to a
remote SVN repository I receive the following error.

 

"Error: Can't connect to host 'svn.numediaprod.com': A connection attempt
failed because the connected party did not properly respond after a period
of time, or established connection failed because connected host has failed
to respond."

 

I use SVN everyday and I've just had a technician review my failing internet
connection. The connection is now up but I am not able to access the
repositories via SVN. The server hosting the repositories IS up and running
as at the time of my errors my co-workers are using it just fine. We tried
rebooting the server and reinstalling SVN on my machine, turning off all
firewalls on my local machine without resolve. It doesn't seem to be a DNS
issue as I have tried to ping the server 'svn.numediaprod.com' with no
problems. SVN SSH client is set to 'tortoiseplink.exe -l root'. I am using
Windows Vista, TortoiseSVN version 1.4.4.9706.

 

Are there any hidden network settings that may need to be set for SVN to
work.
