The manual I linked to is the Subversion manual -- that's the library
that TSVN uses to actually deal with the Subversion repositories.
TSVN itself is a GUI Front End to that Library.

I've found that it's handy to have both on my machines. If you
install the official subversion binaries (CLI) for windows, you'll get
a CHM version of that manual.
