Which version are you using?
TSVN 1.5 (nightly builds 1.4.99.x) has the ability to keep the file but
only remove it in the repository on commit. But that command is only
available in the extended context menu (shift-rightclick), and it's
called "Delete (keep local)", not just "Delete".
