add log message to existing revision

when i go to "Show Log", I right click on a particular revision and click
"Edit log message".

When I enter the log message, I get the following error:

DAV request failed; it's possible that the repository's pre-revprop-change
hook either failed or is non-existent
At least one property change failed; repository is unchanged

I was told I need to execute this on the server via a command line svn
command. Is this true? If so, what is the command to add a log message to a
bunch of files of a particular revision number?
