Your question is a little confusing - you don't do renames directly in
the repository at all.

You can either use the REPOSITORY BROWSER, which does show a
right-click menu entry for "Rename", or you can right-click a
versioned file in a WORKING COPY, in which case the "Rename..." menu
entry is usually found on the TortoiseSVN submenu.
