The folks here do, in fact, realize that the client is making the
substitution, but SVN clients that use SVN code libraries have no
control over how keyword substitution occurs. Therefore, even though
the client is performing keyword substitution, it is not responsible for
documenting how it works. The best practice is for us to document that
keyword substitution exists and point to the subversion docs for details
on how it works.

So everyone is half right.
