Access is denied error on commit

Hello all,

I am suddenly getting this error repeatedly when I try to commit anything:

Error: Can't open file 'C:\svn\db\write-lock': Access is denied.

I've tried deleting the file write-lock, but it gets re-created and the same
error occurs.

I saved my changed files, deleted my working copy, checked out a working
copy again, moved in the changed files and it still fails with the same
error on commit.

Can anyone help me resolve this?
