TortoiseSVN is a shell extension. It must be installed on the system
(you have to tell the windows shell/explorer about TortoiseSVN), i.e.
creating certain registry keys.

Which means it's not possible to create an U3 port of TortoiseSVN.

I thought that those legal disclaimers are stupid, but this is even
worse: would anyone with a sane mind really believe this? Every virus
could add such a message itself, which means you can't and must not
believe such a text. :)
