OK, so you have your repository and you can access it with your web browser
via http which means that your server config seems to be ok. This means that
http access with TortoiseSVN should work too.

First check: Fire up TortoiseSVN->Repository browser and point it to
http://host/repos/. You should see your empty repository in revision 0. Try
to create folders.

You already have a repository on your server, why do you create another one
on your client PC?

Now you are trying to import your local repository into your server
repository? Not really ;)

Did you read the first sections of chapter 5 of the TortoiseSVN manual?
Especially section 5.2.2? This should get you up and running.
