TSVNCache and svnadmin load

I just tried to load a svn 1.4.2 repo dump into a fresh repo on a
Win2003 machine.
What I noticed: cpu load goes up to nearly 100% which would be no
problem, but:
When I watch at what is stressing the cpu that much I see, that svnadmin
has cpu usage about 40-50% and TSVNCache.exe has about 35-40%.
My question is: What has TSVNCache to do with loading a repository dump?
I've no idea why it should be involved here?!
If I kill the process it respawns instantly but with cpu usage 0%.
After about 10 to 15 seconds it starts eating cpu again...
I'm using svn 1.4.2 and tsvn 1.4.1.
