problem with svn+ssh if the server use utf-8

Hello
i have the following problem:

If the console of the server user utf-8 as character set (this is on the most
new linux systems) the svn operation fails using svn+ssh.
The errormesseg from TortoisePlink is "coud not write to sterr". using Plink
from PuTTY or use ssh from cygwin did not help.
Using linux as client all works fine.
