This is not exactly what you're asking but I guess the solution will work
for you.
Add the columns you want to see and then in the explorer call:
Tools -> Folder Options ... -> View -> Apply To All Folders.

The TortoiseSVN Columns will only be shown for directories containing
subversion working copies.
